Any engineer with outstanding contributions to the profession, society, and their communities, and is 35 years old or younger. Examples of contributions include:
- Meaningful research that has produced a public benefit
- Outstanding service to the public either as a public employee or as a consultant working on a public project
- Outstanding service to a private sector client
- Meaningful community service project
